Looks like you're behind on updates - one of them speeds up Windows
Mail. Sorry, I don't know which one.
Also, many Vista programs are slow if you don't have enough memory
(not counting the hard drive). Most of them run well if you have at
least 2 GB, but many PCs come with only 512 MB. Note that the
32-bit version of Vista (the more common version) can't recognize
more than about 3.5 GB; it allows you to install more, but won't
use it.
Also, what if any antivirus and antispyware programs do you have?
Some of the antivirus programs cause assorted problems in Windows
Mail, although seldom immediately. Viruses and spyware often slow
down the computer they are running on, and are designed to install
themselves without permission.
The Google Toolbar is another program that causes problems in
Windows Mail. Do you have it installed? If so, uninstall it.
For the mail stuck in the Outbox, try moving at least the oldest
messages to the Drafts folder or deleting them. If you run into
any that refuse to do either, for a temporary fix, download and
install this hotfix, with Windows Mail not running:

Although it's labelled as for mail stuck in the Outbox, it also works in
other folders. If you don't know whether to use the 32-bit version or
the 64-bit version, try the 32-bit version first.
