Windows Mail will receive email but not send through Yahoo

This is the message I get.

The connection to the server has failed. Subject 'Re: Hi from Cinde',
Account: 'plus.pop.mail.yahoo.com', Server: 'plus.smtp.mail.yahoo.com',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10060, Error Number:
0x800CCC0E

I have regular free internet yahoo, no premium, or anything. Any help would
be appreciated - thanks! :)

US-based free Yahoo accounts have webmail access only, no
POP/SMTP access. Windows Mail handles POP mail but not
webmail. There are two Yahoo solutions:

1. How did you access Yahoo mail before? If you are happy with
webmail via your browser, you can continue to use that.

2. Pay Yahoo to get their premium "Mail Plus" service:

and use the special settings for that service:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-14.html

If you are OK with using a non-Yahoo email address, you have two other
solutions:
3. Use the email address assigned to you by your ISP.
4. Get a free Gmail account.

If you can send I assume you have Yahoo POP3 maybe if ATT is your provider.
Yahoo is partnered with ATT to provide there Email.
Do you use One Care. I do and could receive but not send.
The problem was a security certificate One Care set up.
As for being able to send from a client to free Yahoo....I didn't think that
was possible.
