Windows Mail - Rules

I am having a slight problem with "Rules" within Windows Vista. I can
create the rules with no problems. However when applying rules to the
"inbox", it goes through the motions of applying rules but the messages
don't actually move from the inbox to their designated folders? What am I
doing wrong?

When you manually run the rules by clicking on Apply Now, you have to select
both the rule(s) you want to run, and the folder to run it in.. are you
selecting both?

are you sure you have the option
Stop Processing
applied to each rule you are trying to use.
