Windows Mail not snding or rxing messages

It appears I've got an intermittent problem with Windows mail not sending or
receiving messages, sometimes...I've researched the problem on the web and
have noticed I'm not the only one, surprise...surprise. I followed advice of
others to remove Trend Micro Antivirus that came with the laptop. Downloaded
and installed free version of Avast! The first time I opened Windows Mail
after installing Avast! the messages received. That was yesterday. So, a
few minutes ago, I created a new account and removed the original one. Still
nothing. So, I disabled antivirus program and set up the new account again.
Still nothing.
I can go online to Bellsouth and send/rcv emails from the website. But,
that's no fun.
Anybody got any suggestions?

If you uninstalled Trend Micro, then installed Avast! and included the email
scanning modules, you jumped from one frying pan to another frying pan. The
key issue with ALL Antivirus programs is the email scanning. This process
is the single biggest cause of email problems there is. Uninstall Avast and
re-install it with NO email scanning features. I use Avast and I'm here to
tell you its email scanner will eventually bite you if you install it.
