windows mail message rules

The rules never put my messages in the folders in OE and they don't get put
in the folders when I download into Windows Mail. What's the problem?
I've tried hitting the apply button and that doesn't do it.

If you want us to troubleshoot this, include a copy of the message rule
that isn't working. You can X out any sensitive data like user names.
Make sure every rule is terminated by:
Stop processing more rules.

I saw your notice on another posting and looked for the 'stop processing more
rules' but do not see it. I will look again. In the meantime,
Apply this rule after the message arrives
Where the From line contains '(e-mail address removed)
Move it to the PERSONAL folder.

Then I have another one for the same email
Apply this rule after the message arrives
Where the To line contains '(e-mail address removed)
Move it to the PERSONAL folder

There is an apply button and I've gone through once and applied it to the
Inbox and subfolders. When that didn't work I changed it to the actual
folder it should go to and that still doesn't work.

You can easily combine those two rules into one.
Go to Tools, Message Rules, Mail, select the first rule, Modify.
In the first section ("Select the Conditions for your rule")
you can tick both the 'From' condition and the 'To' condition,
but instead of 'To', I recommend selecting the 'To or CC' condition.
In the second section ("Select the Actions..."), scroll down until you
see "Stop processing more rules", and select that, in addition to the
one that moves it to the PERSONAL folder. Click OK.
Make sure the completed rule uses OR to connect the two conditions
instead of AND. You should delete that second rule for
(e-mail address removed) since it has been incorporated into the
first rule.

Note that this rule will miss any incoming email that has been BCC
addressed. For that reason I tend to favor the condition "Where the
message is from the specified account" more so than using the
From/To/CC conditions.

Scroll down the Actions section and you'll find the option to Stop
processing more rules.
