Windows Mail "locks up" when trying to open an attachment

I can not open any attachment, even one that I have sent to myself. Windows
Mail just locks up and I have to stop it with Task Manager. It will, after a
VERY long time, download an attachment to the download folder. I am not using
any third party anti virus program. Under WinMail tools/opitons/security I
have everything set to lowest settings.

Sounds like you've already covered the usual causes for this problem.
Instead of spending a lot more time on this, I recommend you upgrade
to Windows Live Mail: http://get.live.com/wlmail/overview

Did the above and it works the same way with the same problem.

Sorry to hear that upgrading to WLM did not help.
I have no other suggestions except to do a repair-install of Vista:
