Windows Mail fails to open

I just recently started getting two error messages when I try to open windows
mail. Here is what they are:

1) Windows Mail could not be started. The application was unable to open the
Windows Mail message store. Your windows Mail mailbox data is currently being
used by another program, such as a virus scanner. Clos the program or wait
for it to complete its operation, then open Windows Mail again. (0x800C0155)

2)Windows Mail could not be started because MSOE.DLL could not be initialized.

I have disabled my virus program (Sophos) and restarted and tried again to
open it. I've had no success. Any ideas?

i'm getting the same problem now, first i was haveing to manually move email
message files form the outbox to the sent box to keep from getting it resent
every time i opened or closed e-mail. now i'm unable to open windows mail at
all with this message

windows mail could not be started. The application was unable to open the
Windows Mail message store. Your windows mail mailbox data is currently being
used by another program such as a virus scanner. close the program or wait
for it to complete it's opperation then open windows mail again. (0x800c0155)

no other programs are running besides the vista startup programs, checking
the event viewer i'm seeing this message.

WinMail (3048) WindowsMail0: An attempt to move the file
"D:\Users\joseph\AppData\Local\Microsoft\Windows Mail\edb.log" to
"D:\Users\joseph\AppData\Local\Microsoft\Windows Mail\edb00004.log" failed
with system error 5 (0x00000005): "Access is denied. ". The move file
operation will fail with error -1032 (0xfffffbf8).

i've also tried a system restore, giving full priviledges and access to all
files, folders and drives to all user accounts.

You have a permissions issue on the store folder for WinMail.

You need to take ownership of the store directory and then reset the
permissions on it.

Alternatively, you can delete the jrs, edb, chk, log, and msmessagestore
files and WinMail will generate a new database, and that might fix it.

already had set ownership to me to try to fix the problem of moving emails
between boxes. ended up fixing the not able to open problem by deleting all
files in the windows mail folder then had to log in to window safe mode and
open up mail there, moved the emails back into their respective folders. was
able to move emails between folders in safe mode. back in normal mode i can
now open mail again, still cannot move emials between folders and keep
getting errors when sending mail cause it can't move the mail from outbox to
sent

Well, that sucks. You might try resetting the permissions. Or create a new
directory in your user space and then go to Tools | Options | Advanced |
Maintenance | Store Folder and set the new location of the message store to
that new directory. Then close WinMail and it will move the store to that
location on its own when it reopens.

That might fix the problem. Are you seeing esent errors (#5) in Event
Viewer under Windows Applications?

nope getting these errors in windows mail when it opens
WinMail (2460) WindowsMail0: An attempt to move the file
"D:\Users\joseph\AppData\Local\Microsoft\Windows Mail\Backup\new" to
"D:\Users\joseph\AppData\Local\Microsoft\Windows Mail\Backup\old\" failed
with system error 5 (0x00000005): "Access is denied. ". The move file
operation will fail with error -1032 (0xfffffbf8).

WinMail (2460) WindowsMail0: The backup has been stopped because it was
halted by the client or the connection with the client failed.

will try creating a new store directory.

now i'm fairly annoyed, i've gone through and reset the permissions on the
drives to full access 3 times now, this time it worked, windows mail
functioning correctly in all ways i can tell. able to move files, delete and
startup just fine. now i know what to do next time it happens, thanks for
your time and patience

I'm glad you got it working. If you ever get that error 5, its usually a
permissions issue, and unfortunately they seem to have introduced lots of
those into Vista.

What would you rather have -- a virus that infects your computer, or a
computer that comes preinfected?

I'm having the same problem and a prior problem with a ghost email in my
outbox. Can't open Windows Mail with the same errors. How do I reset
permissions and on which folders?

i went through and did the permissions for the entire drive.
go to your computer, right click on the drive.
properties, security, advanced, on the permissions tab click edit.
click replace all exisiting inheritable permissions then edit for each user
group you want to change
select apply to this folder, subfolders and files.
check full control
click ok and repeat with each usergroup

Thanks for the advice. Still no joy.

I tried as suggested and when I clicked "apply" several changes were not
allowed like in the recycle bin, boot, autoexec, etc. Still no windows mail
even though I've been through this several times. I am logged on as
owner/admin.

Interestingly, I can log on as another user and open windows mail for that
account. I had to create another user so I could read the email from my
other account which seems to be the only way I could make that work with
Vista.

I had a problem with ghost mail in my outbox which I decided I could live
with.

This is a very strange situation with Windows Mail, I'm about ready to toos
it out the window :)

I have done as instructed also and still no joy for me either. Same things as
frank. 12 'not allowed's and i really don't understand why it would start now
when it has been working perfectly

Ok. Tyvm For the help. I got it to work. I was doing the permissions on c
when i should have been doing the permissions on E drive, where my store
folder is. Much appreciated. It works now in all ways.

I opened email fine early this morning.....closed it when I stopped to do
something else....now it wil not open! permissions are set.....I have not
changed anything. I keep getting the message that MSOE.DLL failed to
initialize! I HATE VISTA! It's perhaps the WORST THING ms has done to date!
Problem is, you buy a new computer loaded with Vista, I'm stuck with it! If I
change programming, it invalidates my warranty! SUCK!

Are you running one of the non-compatible antivirus programs,
either McAfee or Norton? If so, those need to be uninstalled
if you want Windows Mail to work.

Move the entire contents of the message store to a subdirectory under
Documents. Then it should start okay. Then you can use File | Import to
get the messages back from the location from which you moved the store.
