Windows Mail - Error in Sending Messages 0x800CCC0F

I am trying to set up Windows Mail on my new Lap top - my service
provider is Cox Communications - l have successfully set it up to
recieve emails, but cannot send emails - I keep receiving the error
message 0x800CCC0F - I have spoken to the techs at Cox and they cannot
locate the problem - I have deleted the account and started from
scratch and that does not fix the problem - PLEASE HELP!!!

We often need the entire error message to help much, not just
that part of it.

Here are Cox's instructions for Outlook Express. They should also
work under Windows Mail.

What is the complete error message?

Email scanning should be turned off in any anti-virus. Also exclude EML
files from the scan. It provides no
protection not provided by the regular resident protection.
Besides that, McAfee and Norton are not compatible with Windows Mail and
Outlook Express and should be uninstalled. The latest version of Trend's
anti-virus seems to be causing problems too.
