Can't send emails in windows mail and vista

I can't send e-mail from Windows Mail I can receive messages.
I have been to HP Tech support, Cricket Tech support, and Cox Tech support
and no one can help. I have been told that based upon the error code I must
be running some type of email scanning program that provents me from
sending. Not only can I not send from Windows mail i also cannot send from
simpy useing my web-mail access on the internet which works fine from my
other laptop.
Please direct me if possible.

Cox does not support port 465 or SSL.
Unselect the SSL option, and change the outgoing port to 25.
