Note what the error says: "pop not allowed for user".
US-based free Yahoo accounts have webmail access only, no POP access.
Windows Mail handles POP mail but not webmail. There are two Yahoo solutions:

1. How did you access Yahoo mail before? If you are happy with
webmail via your browser, you can continue to use that.

2. Pay Yahoo to get their premium "Mail Plus" service:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/overview/index.html
and use the special settings for that service:
http://help.yahoo.com/l/us/yahoo/mail/original/mailplus/pop/pop-14.html

If you are OK with using a non-Yahoo email address, you have three other
solutions:
* Use the email address assigned to you by your ISP.
* Get a free Gmail account.
* Get a free Hotmail/Live account, and use it with the Windows Live Mail email program.

Windows Mail does work pretty well.

However, you've clearly got a "free" non-premum - and if you do not PAY
YAHOO for mail - account, it won't work.

The paid Yahoo account has different capabilities and will work with Windows
mail.

The free Yahoo account does not work via POP with Windows mail, though YPOP
may help

Yes, easily. Read the directions a little closer, The ones you used do not
apply to free Yahooo accounts, which is clearly what you have.

That is the meaning of the words "-ERR [SYS/PERM] pop not allowed for
user." in the error message.

So, your account is not a Premium account and does not support POP. End
of story.

Choices are, you can pay or you can switch.

You can migrate your mail away from Yahoo to Windows Live or gMail, both of
which work with WM and WLM. Set up an account with one or both. have See
if you can set the Yahoo web client to forward mail to the other new
address, which you will download as you wish. Set up a reply-to address
with one of your new addresses, and before long, people will be migrating
themselves away from the Yahoo account.
