OMG this is impossible

Ok so I followed the exact step to set up my Yahoo email thru WM..
everything goes well but at the end a popup come up for a username and
password... I type it in but it keeps popping up again... I have read
previous email but no one actually said what needs to be done to fix this...
this is the rejection message I get.. someone plz plz plz help

Are you sure you used Yahoo's instructions?

And do you have the extra cost account that works with Windows Mail?
