Windows Mail does not start

I have a problem starting Windows Mail. The following message appears:

Kan Windows Mail niet starten. De toepassing kan het berichtenarchief
van Windows Mail niet openen. De postvakgegevens van Windows Mail
worden gebruikt door een ander programma, zoals een virusscanner.
Sluit het programma af of wacht tot de bewerking is voltooid alvorens
Windows Mail opnieuw te openen.
(0x800C0155)

And after that:

Kan Windows Mail niet starten omdat MSOE.DLL niet kan worden
geïnitialiseerd.

What to do?
