Windows Mail often has problems importing .pst files. There are
two ways to handle this: 1. Install Outlook, preferably version
2003 or more recent, on the same machine. Windows Mail will
then be able to use part of it to be able to understand .pst files
when you start the import process by clicking File, then Import.
Some, but not all, versions of Microsoft Office include Outlook:

2. On an older computer with both Outlook and Outlook Express,
first import the .pst file into Outlook Express. Then import from
Outlook Express to Windows Mail:

Copy the files into a previously empty directory on the hard drive of
your Vista computer. Bring along the .wab file, which contains the
contacts (addresses). A directory you create under your Documents
directory makes them easy to find. Make sure these copied files are
read-write instead of readonly before you import the whole directory
into Windows Mail. If Windows Mail does not also import the addresses,
click on Tools, then Windows Contacts, then Import, then Windows
Address Book File (Outlook Express contacts), then Import, then find
the .wab file and click on it, then Close, then close the contacts window.
