Im trying to setup windows xp logon screen, I already have it set where user
has to hit ctrl-alt-del at start up, but what Im trying to accomplish is
where the user has to type user name and password everytime the pc starts up,
reboots. Have not been able to find it. Example If i logon as the admin,
reboot pc user does the ctrl-alt-del the last username is already in the
field. any help would be appreciated. thank in advance

Presuming you're using Pro, not Home, you'd go to start | run, gpedit.msc
and navigate to:

Computer config\Security settings\Local Policies\Security Options

Find "Interactive Login: Do not display last user name" and enable it.
