Windows logon process System Process

I have been getting a blue screen during startup that flashes pretty quickly by. The basics of the blue screen is "Stop C000021A: Windows Logon process system process terminated unexpectedly" and the system just reboots. Looking for ideas that wouldn't require rebuild.

Already tried copying from another running WinXP pro system the Winlogon.exe file as well as the msgina.dll file.
