I was receiving the same error message when attempting to
download critical update, service packs and IE6 update. I
was told to try deleting the "CatRoot2" directory at
C:\Windows\System32. I deleted the file and was able to
install all the critical updates and service packs. Upon
re-booting the pc the CatRoot2 file re-installed itself.
