Windows is not Responding

Each time when I login to windows, my laptop does not respond to my mouse
and Keyboard.
After I click the start button, a message window shows up
Say
"Windows is not Responding"
Ask if
restart the Explorer
And I select the restart Explorer option
then always every thing works.

Always in this way.
I cannot figure out why?
I tried "5 ways to speed up your PC" given by microsoft, does not help.

Any idea?

Try opening Command Prompt, click Start > type CMD right click it and click
'Run as Administrator'

At the prompt type sfc /scannow which will try and repair essential system
files.

If that does not work, reboot, open back the command prompt with Admin
privileges and this time type

CHKDSK /F

A reboot will be needed to complete this process, type Y to confirm, EXIT to
exit the command prompt and reboot. On startup it will run CHKDSK /F to
check for any promblems.

You can also check Problem Reports and Solutions to see what might be
causing this problem with a possible solution.

I followed the "5 ways to speed up your PC" by microsoft before.
I checked the disk with windows scan:
Automatically fix file system erroes
and
Scan for and attempy recovery of bad sectors

Is DOS scan better?

Yes, do it through the command prompt, invokes low level access which the
GUI Maintenance tools can't.

I tried both sfc /scannow and chkdsk /f
But the problem still there.
The laptop does not respond to my mouse.
I click the start button or anywhere in the screen.
a message show up say
the windows explorer is not responding.
ask if
"Restart the program"
or "Close the program."

If I select close the program
then the task bar and all desktop icons disappear.

If I select "Restart the program"
all work nrmally.

These procedures repeat again and again each time I login to the vista (Home
premium)

Why??

If you have a Windows Vista installation disc, you need to restart (boot)
your computer using the installation disc. If you do not restart your
computer from the disc, the option to repair your computer will not appear.

If you have a Windows installation disc:

Insert the installation disc.

Restart your computer by clicking the Start button , clicking the arrow next
to the Lock button , and then clicking Restart.

If prompted, press any key to start Windows from the installation disc.

Note
If your computer is not configured to start from a CD or DVD, check the
information that came with your computer. You may need to change your
computer's BIOS settings. For more information, see BIOS: frequently asked
questions.

Choose your language settings, and then click Next.

Click Repair your computer.

Select the operating system you want to repair, and then click Next.

On the System Recovery Options menu, click a tool to open it.

If your computer has preinstalled recovery options:

Remove all floppy disks, CDs, and DVDs from your computer, and then restart
your computer by clicking the Start button , clicking the arrow next to the
Lock button , and then clicking Restart.

Do one of the following:

If your computer has a single operating system installed, press and hold the
F8 key as your computer restarts. You need to press F8 before the Windows
logo appears. If the Windows logo appears, you will need to try again by
waiting until the Windows logon prompt appears, and then shutting down and
restarting your computer.

If your computer has more than one operating system, use the arrow keys to
highlight the operating system you want to repair, and then press and hold
F8.

On the Advanced Boot Options screen, use the arrow keys to highlight Repair
your computer, and then press ENTER. (If Repair your computer is not listed
as an option, then your computer does not include the System Recovery
Options menu as a preinstalled recovery option.)

Select a keyboard layout, and then click Next.

Select a user name and enter the password, and then click OK.

On the System Recovery Options menu, click a tool to open it.
