Windows Intalller will not function!!

Recently, when I try to install any Microsoft related
programs on my computer, I receive the following
message: "The Windows Installer service could not be
accessed. This can occour if you are running in safe mode,
or if the Windows Installer is not correctly installed.
Contact your support personnel for assistance."

I am 100% certain that my computer is not running in safe
mode. Likewise, when I try to reinstall 'Windows
Installer' from the Windows Update web-site, I get the
following message: "ERROR - This service already exists on
this computer".

Furthermore, I've tryed disableing 'Windows Installer', as
well as starting it manually but I receive the following
message: "Could not start the Windows Installer service on
Local Computer. ERROR 5-Access denied".

So basically I'M STUCK, and I don't know what to do? Any
assistance or trouble-shooting advice that anyone might
provide is truley appreciated!! Thank you, in advance, for
your time and consideration.
