Windows installer

I am unable to download because the windows installer doesn't work. I'm not
in safe mode. Can I reinstall windows installer? So far nothing works. I've
tried to (1) unregister windows installer and the register but it get
"Windows cannot find 'msiexec/unreg. Make sure you typed name correctly, try
again." (2)Upgrade to Window Installer version 2 or newer version. But I
couldn't locate "Setup and System Administration". (3) I was unable to Use
the Window Installer Cleanup Utility. And (4) I checked the Windows
Installer service and I am not disabled, I'm in Manual. I cant install sp2.
Help!

The newest version is 3.1 #893803 Before you install,go to
run,type:services.msc
In msc,scroll down to installer,double click,in properties,change from manual
to auto run,start service,close out msc.

I believe that download have nothing to do with Installers.
If you cant install SP2, I think this is another problem.
