Windows Installer ???

I was forced by a virus attack to uninstall some applications.
Now I am trying to reinstall but have not succeeded
During the process of installation, as soon as it reaches the end of slide
rule of Windows Installer, it show a box saying that set up has detected a
previous installation and I need to reboot to install the application.
I have rebooted many times, deleted all directories and even went to
register but all in vain.
May be the problem is in Windows Installer, which keeps some data from
previous installations, which was not detected and provoke this problem.
It is possible to have a Windows Installer customization which would avoid
this ?
If someone have had such event before, can assist me please ?

If your re-installing Windows from scratch and its finding a previous
version of windows then you did not fully remove windows from the HDD.

try formating the drive first as this will ensure an empty drive.

CAUTION!!! ---
You will loose all data on the drive!!!!
