Everytime I boot windows and login, the windows installer pops up trying to
install programs that did not install properly and had failed. Is there a way
to delete these failed installation attempts?

I tried running the Installer cleanup, but I keep geeting an error that there
is already a installation in progress and I must complete that installation
first.
 
See if the Event Log reveals anything. Once you note down the product name
(will be displayed in the event logs), you can then reinstall that program
from CD, or remove the application entirely if you no longer plan to use it.

I check the event log and found a couple of errors one being my Sophos
anti-virus. It will not let me remove or delete it and when I try to
re-install I get the same error that there is already a installation
in-process and I must complete it first.

Can you please post a copy of the error report?

A tip for posting copies of Error Reports! Run Event Viewer and double click
on the error you want to copy. In the window, which appears is a button
resembling two pages. Double click the button and close Event Viewer. Now
start your message (email) and do a paste into the body of the message. This
will paste the info from the Event Viewer Error Report complete with links
into the message. Make sure this is the first paste after exiting from Event
Viewer.
