I don't know how to solve this problem on Windows 2000
Server:

When I try to open "Active directory users and computers"

"The Windows Installer could not be accessed. Contact your
support personnel to verify that the Windows Installer
service is proberly registered". ???

Try running adminpak.msi to re-install the support tools
