Windows Installer Service

Please could anyone help me - pretty new on pc's but when i try to download
or even upload from disc certain programmes will not respond and i get the
following message - "The windows installer service could not be accessed.
This can occur if you are running windows in safe mode, or if the windows
installer is not correctly installed." any assistance would be greatful! I am
not running in safe mode!
