Windows Installer service

Both installations and disinstallations cannot be done ,they get "The
Windows Installer Service could not be accessed".
Windows Installer Cleanup utility to remove corrupt configuration
data cannot be installed (http://support.microsoft.com/kb/290301) !

What can I do ?

Click Start, type "services.msc" and press {ENTER}
See if the "Windows Installer" service is started/running.

Most installation problems are due to buildup of broken install or incomplete
uninstall debris. You can remove this manually with the help of Windows
Installer Cleanup Utility, or you can use Smarty Uninstaller to track down
these remnants and remove them from files, folders, and registry.
Alternatively, you may need to take some steps in Repair Vista Options.
