Windows Installer Service

I am running a Windows 2000 server with service pack 4 and
all available updates installed. The server is a file
server on a domain. I have been getting the following
error in the event viewer:
Source: Service Control Manager
Event ID: 7023
Description: The Windows installer service terminated with
the following error: Access is denied.

I have attempted to start this service manually and get
the same error. I am logged in with the local
administrator account. I have tried starting this service
from my domain accounts as well with no luck. I have
searched the event logs and can't see any event that may
have caused this. I first noticed there was something
wrong when trying to uninstall a previous version of
Nortaon AV so I could install the latest version. When
trying to remove norton Av through Add/Remove Programs, I
would get an error saying that the system could not access
Windows Installer.

Check the permissions on the
HKLM\Software\Microsoft\Windows\CurrentVersion\Installer registry key
Should be:
Adminstrators - Full Control
Everyone - Read
System - Full Control
