Windows Installer Service in Safe Mode

run appwiz.cpl from run line or cmd prompt. Select the
app you want to uninstall. Did this with pcanywhere along
time ago and it worked.
 
The Windows Installer Service does not start in safe mode and will not start if I try to start it manually. Is there a way to start the Windows Installer Service while in "Safe Mode?"
