Windows Installer Service Could Not Be Accessed

When I try to install the antispy beta app, I get the
error "Windows Installer Service Could Not Be Accessed".
I upgraded to Windows Installer 3.1, but that didn't
help. Any ideas?
 
Are you logged in as an administrator on the machine? (or owner, if on XP
Home?)

One thing to try is at a cmd prompt:

net start "windows installer
<and hit enter>

then retry the install

If the net start command elicits an error message--let us know what that is.
