Windows Installer Service could not be accessed.

Virus attack took out my Norton Anti-Virus 2004, Norton
Personal Firewall 2004 and Windows Installer. Message
reads. "The Windows Installer Service could not be
accessed. This can occur if you are running Windows in
safe mode, or if the Windows Installer is not correctly
installed. Contact your support personnel for assistance.".
So basically means I can't install or remove anything that
uses Installer. Tell me if there is a way to remove
Windows Installer and replace it to Windows and work
properly. Hope someone has an encouraging answer.
Wishfully, John
