Windows Installer Problems!

I'm facing problems with the windows installer. Sometimes it works to remove
/ add /modify programs but most of the times getting failed with the message:
"The windows installer sevices could not be accessed. This can occur if you
are running windows in safe mode or if the windows installer is not correctly
installed. contact your support personnel for assistance."
The windows installer is continously running for the whole day workings on
my PC.
I don't find any solutions. HP people, the suppliers, says I need to
re-build Hard disk by using Windows XP CDS as its a windows problem and they
dont have any solution for this windows problem.
This has started only after getting extension of NORTON protections, which
badly failed and the automated system of NORTON had advised to un-install and
then re-install. Since, NORTON is failed to get re-installed back & these
problems also started there from. The windows recovered itself and is working
but any removal of programs/updates are not working and also the automatic
updates are regularly downloaded but are not getting installed with the
message "were not successfully installed" and evertime when I off my machine
it tries to installl pending updates but failes with the same message.
Recently I visited microsoft site from where when critical update got
downloaded and installed successfully.
I'm unable to understand this type of XP privacy which is not working
properly and creating problems for the genuine windows users.
Hope someone will help to sort out this problem to avoid re-build hard disk!
