Windows installer problems

I am unable to install few softwares like office 2003, when I tried to
install it is showing that " The windows installer service couldnot be
accessed. This can occur if u r running windows in safe mode, r if the
windows installer is not correctly installed. Contact ur support personnel
for assistance" .

I reinstalled windows installer v3.1 downloaded from microsoft website. But
it is showing the same.

How I can rectify the problem. Plz guide me.

Did you try re-registering it?

I was having the same problem here is what fixed it

Give SYSTEM full privileges to the root of the boot
partition (and to SYSTEM32):
(BOOT:\ properties > security > add > system > full
control > allow)
