Windows Installer Problem

I try to install some software but i kept on getting the error message which
it said

"The Windows Installer Service could not be accessed.This can occur if you
are running in safe mode, or if the windows installer is not correctly
installed. Contact your support personnel for assistance"

I'm using Windows XP Professional SP2 with all the latest update applied.

I'm running in Normal mode and the user account has administrator privilege.

Windows Installer version: 3.1.4000.1823

I had tried downloading Windows Installer 3.1v2 package and installed it but
that did not fix the problem.

Installer
(attrib -r -s -h c:\windows\system32\dllcache, at the cmd) to rename the
file so i manually rename the file and restart the pc and dowloaded the
Windows Installer 3.1V2, I run the setup and it seems that it had sucessfuly
installed but it did not(I Checked the C:\Windows\System32 folder and did not
find the file over there)

I suspect is registry problem.

Check the KB893803v2.log located in the WINDOWS directory (folder) for
error codes. Most likely issue is tied to Permissions. If there is an
Access Denied in the log, then it's definitely a Perm/registry issue.

Suggest you follow this guide to run the SubInACL tool that will repair
registry and file Permissions -

Thanks for your reply, unfortunately it did not work. I had tried all the
method over there but unable to try on Method 2: Reinstall the Windows
Installer
(attrib -r -s -h c:\windows\system32\dllcache, at the cmd) to rename the
file so i manually rename the file and restart the pc and dowloaded the
Windows Installer 3.1V2, I run the setup and it seems that it had sucessfuly

I can't even run the SubInACL tool. When i run the tool i still get the same
error message about the windows installer, probably the registry got mixed
up. If it indeed got mixed up(The registry), will there be any solution to
fix it ?

So for now, i can't even ran any installer that is base on windows installer
package.

The log shows the file being run from InternetExplorer's cache. Suggest
you download it from here:

Save it to the Desktop
I tried to attach Reset_Subinacl.zip to this post but can not get it
uploaded. Suggest you contact me at mowgreenATgmail.com and I'll send it
to you.
Once you receive my reply,
Download Reset_Subinacl.zip to the Desktop
Extract [unzip] it to the Desktop.

There will now be an Reset_Subinacl that contains another Reset_Subinacl
folder. Open the first one and drag the Reset_Subinacl to the root
drive, usually C:\ [you can safely delete the EMPTY first Reset_subinacl
folder now]

Now go to Start > Run > type in

cmd
Click OK or press Enter
At the Command Prompt type in

cd C:\reset_subinacl

Press Enter
Type in

reset.cmd

Press Enter
(you will need to have adminstrator privileges for this to run
correctly). The tool will take several minutes to run
When it's finished, run the downloaded Windows Installer on the Desktop

Hopefully, that will get the Installer installed

Check the KB893803v2.log located in the WINDOWS directory (folder) for
error codes. Most likely issue is tied to Permissions. If there is an
Access Denied in the log, then it's definitely a Perm/registry issue.

Suggest you follow this guide to run the SubInACL tool that will repair
registry and file Permissions -
