Windows Installer Cleanup Utility

I downloaded the Windows Installer Cleanup Utility package because I was
having problems installing software on my machine, now when I launch the
application (msicuu2) I get the following error message.

"The windows Installer Service could not be accessed. This can occur if you
are running windows in safe mode (which I'm not), or if the windows Installer
is not correctly installed. Contact your support personnel for assistance"


Plz help as this software requires an upgrade & for the previous version to
be removed but I'm getting this error message when I try to uninstall it.
