Windows Installer problem - always pops up whenever opening progra

Hi,

I've got a problem with Windows Installer; every single time I open a
program, whether it be Word, IE, or even Windows Explorer, I get this
annoying pop-up from Windows Installer saying that it is "Preparing to
install..." It flashes briefly and then goes away. Like with Outlook - for
each of my email accounts I check in Send/Receive, it will flash that same
message. Incredibly irritating. Wondering if this is affecting other
programs too, because I'm noticing other problems.

Does anyone know how to correct this problem? I was reading other posts,
but they seemed to deal specifically with this problem in regards to Office
products only - it's happening to me all across the board.
