Windows Installer popping up every time I start an application

When I'm using my PC, Installer pops up every time I run an app. Even opening
a new tab in IE causes it to launch. This didn't start until I installed IE
7. How can I fix this?

And if you uninstall IE7 RC1 (which automatically returns you to IE6), does
this behavior persist?
