When I reboot windows installer pops up with "preparing to install" but does
not way what. Then it goes away in 30 50 seconds. When I start Internet
Explorer 7 it does it and when I click on a new link or new tab it does it.
When I try and start a program or open a file it does it.

I followed the follwing advice in this article and disabled it in the global
settings and it stiil pops up and stays even longer.

Windows Installer Appears Every Time I Start an Application

I tried installing the cleanup utility but I have no clue as to what it is
trying to install. Last thing I remember installing was updates to HP
Product Assistant, but I deleted all the HP programs I could find, clean out
the intaller database of all the HP references with the clean-up utility and
re-installed the program but it still does it.

Is there any way to find out what the heck it is trying to install?

Are there any listings in the Windows Installer Clean Up Utility that don't
make any sense? Any entries with blank names, programs that you know you
have removed?

Yes. Check the event logs.

Click Start, Run and type eventvwr.msc
Select the "Application" log
Look for the recent entries with the source column containing "MsiInstaller"
Double-click the entry for more details.
It may show the product name for which the installation/repair took place

In some cases, the application name may not be available, but the ProductCode will be available. You can then map the ProductCode with the actual product name using the steps listed in this article:
