windows installer not working and hardware installation fails

I have a Win2k Server sp4 stand alone DC. I recently noticed the symantec
antivirus has become disabled, and cannot be reenabled. I am unable to
reinstall a newer version of the symantec, it stalls on Windows Installer,
Preparing to Install screen, and becomes Not Responding. I also noticed I am
unable to install any programs that use the Widows Installer, I get the same
stall. The Windows Update installation also stalls. I have also noticed a
huge delay in the boot up just after the Login and before the desktop
appears. (5 min.) I have also tried installing an Adaptec SCSI card, it gets
to the point where it says the driver is installing and stalls, and becomes
Not Responding. I have manually searched for any indication of virus or
spyware but found nothing. I have run the Symantec online virus scan and
found nothing. Nothing appears unusual in the event viewer. Out of
curiosity I tried stopping a couple services, the Messenger and the Print
Spooler, but they were unable to complete the stop. the status says
stopping and the service is still running. I have tried downloading and
installing the neweset Windows installer from Microsoft but get error saying
the specified service already exists when I try and run it. Other than that
everything appears to be running fine. It is still serving domain clients as
an AD DC, file, print server.
I suspect some type of permissions or corruption issue in the registry or
system files, or the Windows Installer service. Any help or suggestions are
very much appreciated.

How did you solve the win 2002 server windows installer problem you had back
in August 2005?

I am haveing a similar problem. How did APC v6 was a problem?

please help.

It's the APC PowerChute BE v6 that has a bug. If you look under the status
of the service for the powerchute software (I think it's called PCBE) you'll
see it is hung and the status says "starting", but never completely starts.
Try uninstalling the powerchute software, that should fix any problems it
may have been having. The upgraded powerchute software v.7 does not have
this problem.
