windows installer message

or if te windows installer is not correctly installed.

this is the message i get when i try to install a program
onto my computer. i do not know what to do. i really need
to install this program as soon as possible. if it helps
any, the program im trying to install is "nero 5" it came
with my cd burner, and i erased it for some reason, and
now im trying to install it. someone please help me or
instruct me as to what i must do about this "windows
installer" problem. thank you.
