Windows Installer Failed to start

Hi,
I have trouble installing software because of Windows
Installer Service failure.

When I install a software, the following error message is
given
"The Windows Installer Service could not be accessed.
This can occurif you are running Windows in Safe
mode, or if the windows installer is not correctly
installed. Contact your support personnel for assistance."

When I manually try to start the service I get the
following message
"Could not start the Windows Installer service on Local
Computer. Error 5: Access is denied."

I looked at the events log and found the following errors
logged in

Application viewer:
"Failed to connect to server. Error: 0x80070422" ---
MsiInstaller

System viewer:
"The value named IRPStackSize in the server's Registry key
LanmanServer\Parameters was invalid. The value was
ignored, and processing continued. " --- Server

"The Task Scheduler service failed to start due to the
following error: The service did not respond to the start
or control request in a timely fashion." --- Service
Control Manager

"DCOM got error "The service cannot be started, either
because it is disabled or because it has no enabled
devices associated with it. attempting to start the
service MSIServer with arguments in order to
run the server: {000C101C-0000-0000-C000-000000000046} " --
- DCOM

This machine is Dell Precision 530 running Windows 2000
Professional and I have installed all the available
updates. This machine was hacked 6 months or so ago and I
have completed the erased and reinstalled the OS.

Any help is appreciated!

The error messages seem to indicate that the Windows Installer service is
disabled on the machine.

Start->Run, type "services.msc"

Double-click on the service named "Windows Installer". Check the value in the
'Startup type:' field. If it's currently set to "Disabled", then this is the
problem. Change it by selecting "Manual" from the drop-down box.

Hi! I have the same problem that you have. I reinstalled the servic
pack 4 for windows 2000 and still the same error. I try to reinstal
the windows installed as the links of microsoft says and have the sam
error. I go to start run services.msc and dont have the window
installer started, try to install manually and have the same error tha
you got. I dont even see the scroll bar that they say to put manually
but anyway appear manually )
Dont know if is the same but when I try to go to add and remov
program, I dont see any program over there, and Im log in a
administrator.
Any ideas??

Hello, I have a problem with Windows Installer and it looks like yo
might be able to help. I got a notice that there was an update for m
Sygate firewall & downloaded it. It is a .msi file. When I ran it i
failed. I checked in Administrative Tools --> Services to see if mayb
Windows Installer was disabled. It isn't, but the path to th
executable is wrong and I can't figure out how to correct it. I ofte
use a Maxtor external USB drive which shows up as F:\. Well when I g
to Properties in Services --> Windows Installer, the path is
F:\WINDOWS\system32\msiexec.exe /V ..and I can't change the path t
C:\WINDOWS\System32\msiexec.exe /V. The 'Path to Executable' field i
'greyed out'. I searched all through the Registry, found alot o
references to msiexec.exe, only one that listed 'F:', changed that t
'C:' and rebooted but no luck. Even without the external driv
connected the path remains the same in 'Services', --> 'Window
Installer'. Can you help me to get Windows Installer properly setup an
functioning on the C: drive so that I can run the (or any) .msi file?
