Windows Installer Failed to start

Hi,
I have trouble installing software because of Windows
Installer Service failure.

When I install a software, the following error message is
given
"The Windows Installer Service could not be accessed.
This can occurif you are running Windows in Safe
mode, or if the windows installer is not correctly
installed. Contact your support personnel for assistance."

When I manually try to start the service I get the
following message
"Could not start the Windows Installer service on Local
Computer. Error 5: Access is denied."

I looked at the events log and found the following errors
logged in

Application viewer:
"Failed to connect to server. Error: 0x80070422" ---
MsiInstaller

System viewer:
"The value named IRPStackSize in the server's Registry key
LanmanServer\Parameters was invalid. The value was
ignored, and processing continued. " --- Server

"The Task Scheduler service failed to start due to the
following error: The service did not respond to the start
or control request in a timely fashion." --- Service
Control Manager

"DCOM got error "The service cannot be started, either
because it is disabled or because it has no enabled
devices associated with it. attempting to start the
service MSIServer with arguments in order to
run the server: {000C101C-0000-0000-C000-000000000046} " --
- DCOM

This machine is Dell Precision 530 running Windows 2000
Professional and I have installed all the available
updates. This machine was hacked 6 months or so ago and I
have completed the erased and reinstalled the OS.

Any help is appreciated!

Trust me, There is NOTHING wrong with your computer.

Sounds like your getting experienced with Microsoft windows. Get used to it..
Once you get it working a little then you can find yourself a good anti virus program, a good registry cleaner, a good anti malware removal program, agood anti spyware removal program, a good defragmenter, a good firewall and a good adware removal program and all that other garbage Microsoft needs to keep working.

(A GOOD operating system should not need any of this garbage).

However installing this junk on Microsoft Windows will keep it running longenough to allow you to spend more time on the forums for people who are trying to get Microsoft windows to work right. Like you are doing HERE!

OR, once you get it working a little you can
Get rid of the Microsoft garbage and install Linux which is a far better operating system. More secure, more stable and much more user friendly as youare finding out already. (and free). Its as easy as installing a new browser and it will work MUCH better on your computer than what you are using now.

Linux does not need anti virus software because Linux does not get viruses.
Linux does not need a registry cleaner because nothing gets written to the registry when installing software so there is nothing to clean.
Linux does not need a defragmenter because the Linux hard drive does not become fragmented.
Linux also does not need anti malware, anti spyware or firewalls or hard
drive cleaners. Linux does not get that junk into its system and the Linux operating system is so secure that a firewall is not even necessary.

Other than that Linux looks just about the same as Microsoft windows.
Its really hard to see the difference. Except you dont have all that
other garbage installed that is needed to keep microsoft running.
Unlike Microsoft that cost hundreds of dollars, Linux is free and availableall over the internet.

Just pick one. Take a look at some screen shots. They look a lot like Microsoft Windows.
They are all Linux and the only real differences between them are minor differences on the desktop.
They are ALL very much superior to Microcrap garbage
and they are ALL FREE.
Say good bye to viruses, blue screens of death, crashed systems, malware, spyware, adware, hackers, cluttered registries, installing drivers and all that other garbage Microsoft users have to deal with.
