Windows Installer Error

Getting a "window installer service cannot be access" when tried to install a
new program and I don't know what to do to fix this. Does anyone have any
suggestions on what to do.

Check that the installer service is not disabled.
Right-click My Computer > Manage > Services and Applications > Services.

Double-click on Windows Installer and check the startup type.

I did that and it was set on Manual and when I tried to start it, an error
came up stating: "Could not start Windows Installer Service on the local
computer. Error 3: The system cannot find the path specified."
Any suggestions on what to do next?
