Windows Installer & Error 1607

Hi

Could you pls advise. When attemtimg to install from a CD I recieve the 2
following messges. The 1st is when I attempt to unstall software for my phone
and the 2nd when I attempt to updae/change from the add/change tool.

1.
1607: Unable to install InstallShield Scripting Runtime

2. The Windows installer Service could not be accessed. This can occur if
you are running Windows in safe mode, or if the Windows Installer is not
correctly installed.

I am running Win XP Home.. My Windows disc is a pre-packaged disc that came
with the PC and cannot re-run short of doing a complete restart.
