1607: Unable to install InstallShield Scripting runtime

Hi,
I have a Windows 2000 machine that give this error, every time I attempt to
install an application.

"1607: Unable to install InstallShield Scripting runtime"

I downloaded Windows Installer 2.0 but it doesnt install and gives an error
"The specified service already exists".
Please advice!
