Windows Installer appears every time when only Access is started

Each time I start Access 2002 program (NO problem of starting other Office
program), a dialog box for Windows Installer appears with the following
message:

"Preparing to install... "

This is followed by another dialog box, with the following message:
"Please wait while Windows configures Microsoft Office XP Professional with
Frontpage"

How can I solve this problem?

Hardware: Fujitsui Notebook S7021 with Windows XP Home Edition
Software Installed: Visual Studio 6, Norton Internet Security

I know this is late, but in case someone else has the same problem or I do
later...

Refer to kb 256986. The HKLM\SOFTWARE\Microsoft\Jet\Engine paths are missing
or corrupt and need to be added or repaired. I export this key from a working
version and import it into the failed one. Note the 64 bit paths will differ
slightly.

What should fix this? Why did the office reinstall/repair not fix it? Why
does Bill Gates falsely believe end user's don't care about bugs and only
features? This cost me several hours to figure out!
