Windows installation reboot loop

I posted a similar question yesterday, but now have some more information:

I am trying to install Windows XP Pro on a brand-new hard disk. Setup will
run find through the text-based phase, recognizing the new drive, partition
it and format it (NTFS).

However, when it reboots to start the GUI-based setup phase, it gets to the
Windows XP loading screen and automatically reboots, with NO error message.
This sequence will repeat itself a few times, then usually the computer will
eventually freeze on the loading screen.

Then I tried to install Windows 2000, and had the *exact* same problem. For
both XP and 2000, I have also tried restarting the entire setup process,
deleting the partition, and reformatting the HD several times, but I always
get back to this point. I have been able to use both these disks for
successful installations on my old hard drive.

Any suggestions would be greatly appreciated.
