Windows Initial User Screen always being displayed

On a Windows 2000 Professional machine, I am always
getting the Initial Welcome Screen. I can uncheck the 'Do
not show again' box, and then go and set-up printer
drivers, however when I logoff and then log back into the
system, everything is back as if you hadn't logged on at
all.

This problem is only happening with users defined on the
Local PC, the Administrator profile functions correctly,
as in you can change the Printer Drivers and when you log
off and then back on the Printer Drivers are the way that
you previously defined them.

Is there a setting that I have to change or is it a
complete reload of the Operating System?.

Sounds lile your just using a "User" account, when perhaps
it should be e.g. a "PowerUser". I don't think ordinary 'Users'
can change printer drivers.
