windows initial log on

On the logon, the correct user/password; window
immediately displays a box that reads "Windows Security
Messaage" Unexpected login error. Status 3221225726

What's been tried:
1. reinstalled the OS in the repair mode---no luck
2. tried the repair procedure from Microsoft---no luck

Has anyone had this experience?
