Windows hangs the lite blue "Windows is starting up..." page

I have WinXP Pro SP2 on a Dell 8300 Dimension. It has been running great
with no problems for several years. This morning my young son says he was
finishing up Railroad Tycoon3 and then tried to logout of the family account
and log into his own. I got there when the blue login screen with the boxes
for the accounts was up. I could not click on anything. Nothing happend. I
rebooted, and it went thru the black XP screen, then the black screen with
just the cursor and then to the lite blue "Windows is staring up..." page. I
heard about 3 seconds of disk activity and then nothing. I unplugged
everything but the keyboard and mouse, and tried Safe Mode. Same symptoms.
I tried boot with command line. Same thing and no command line. I booted
with "BootLogging" - I get a normal looking boot log (I read the disk on
another machine) - the last entry is "Loaded driver
\SystemRoot\System32\DRIVERS\ndisuio.sys". I have Norten Internet Security
and just did a full system scan the nite before. I have a router between the
internet and this machine. Any ideas on what it could be? Any pointers on
where to start debuging?
