Windows Genuine Install

hi,
i have windows vista home premium 64-bit. Windows is activated.
here is my problem:
Internet Explorer 7 (32-bit) install the genuine software validator from the
microsoft website (for download genuine programs) but Internet Explorer 7
(64-bit) says:
1)Validate - ok
2)Install ActiveX - ok
3)Windows with Genuine (Install / Don't Install)
after I press "Install" the browser is making nothing :|... so again: i
can't install genuine software validator on IE7 (64-bit), but on the IE7
(32-bit) i can, why?

I believe the 64-bit version of IE does not allow add-ons to be loaded for
security purposes. That's why it's there, so it can be used to browse
securely when needed. You will need to use the 32-bit version of IE to
perform this task.
