windows fucntions disabled

gI went to see a friend's computer today because he had a curious few
problems. Windows Search window does not appear when he clciks on Search. If
he tries to access Run, that doesn't come up either. His Avast anti-virus
throws up a message on startup saying that it cannot run because Kaspersky
Anti V is already running. He hasn't got Kaspersky, never has had, and I
checked in Task manager and there is nothing running, nor is there a program
file for it. I ran his machine in Safe Mode and both Search and Run worked
normally. I ran an AV scan in safe mode and it threw up nothing.
Any suggestions?

well, we know two things:
1) safemode is functional
2) processes in normal mode don't
indicate anything out of the ordinary.

also, what safemode revealed
to you is that there were no
a) startups preloaded and
b) there were no third party services
running as well.

what you might want to do in
normal mode is to go to
start > run > msconfig

inside msconfig you should look
into two tabs:
a) startups
b) services

in startups go ahead and temporarily
disable everything. but you might
want to make a note of what
was enabled.

secondly, in services you will
see two types of services and
there is a check box provided as
a filter as well.

if you "hide" microsoft services
the third party services will be
displayed in the list. These were
not loaded by windows in safemode.

take a look in the two tabs and
see if it provides you the information
you need to resolve the issue.

This is part of the problem. As I said, in normal mode Start > Run is not
working, so I can't do what you advise.

or

winkey + R

or

simply press the f1 key
and see if this engages
as well....
