Windows Firewall

I am presently running Norton Internet Security with Norton's Firewall turned
off or disabled... I would like to know how to have Windows Firewall come on
at boot up. At present I simply have a shortcut to WFwall in my startup box
on the start menu and sometimes it will come on and sometimes not. I do get
a start up reminder on the taskbar but since I am not the only one using the
computer it does not always get turned on manually.
